International Scientific Conference "Multilevel Governance in Education: Top-Down Governance, Transfer of Authority and Regional Cooperation"

On November 12-13, 2018 Center for Education Law of the Institute of Education of the National Research University ‘Higher School of Economics’ with the participation of International project ‘EduLaw’ (Erasmus + Mundus - Curriculum Development) will be holding the International Scientific Conference ‘Management of the education system at different levels: top-down governance, transfer of authority and regional cooperation’ in Moscow.

The co-chairmen of the Program Committee of the conference are the scientific advisor of the Center for Education Law of the Institute of Education (HSE) Professor Jan de Groof and the director of the Center for Education Law of the Institute of Education (HSE) Szymon Jankiewicz.

The conference is devoted to the problems of education governance in the context of a complex and multilevel state structure.

The main topics of the conference:

- Multilevel governance of the education system in Russia and foreign countries
- Powers of different levels of public authority and effective governance of education.
- The legal status and role of ministries of education in the governance of education at various levels of public authority.
- The formal and real impact of central government on the educational system.
- The importance of non-governmental organizations for the education system.
- Horizontal cooperation in education. Interregional and intermunicipal projects: best practices, barriers, development prospects.
- Control and supervision in conditions of multilevel governance of the education system.

Participants are invited to submit extended abstracts of their papers for presentation at the Conference’s sessions. Proposals must be submitted through HSE’s online system until August 15, 2018.

The Programme Committee will send notifications on the acceptance of proposals by September 01, 2018.

Online registration for participation in the Conference (without presentation) will be open until November 08, 2018.

The Conference’s working languages are Russian and English. Simultaneous interpretation will be provided.
